What makes it a different job
A house has a pitched roof, one owner, one decision-maker and a covering that sheds water by gravity. A commercial building typically has a low-slope roof, a membrane rather than a shingle, rooftop equipment, drains rather than gutters, occupants with opinions, and a decision that runs through a budget cycle.
Each of those changes the work. Penetrations multiply around HVAC units, conduit and vents, and penetrations are where low-slope roofs leak. Access becomes a logistics question rather than a ladder. And the cost of getting it wrong includes business interruption, which is often larger than the roof.
Systems you are likely to be choosing between
- TPO. Single-ply thermoplastic, heat-welded seams, usually light coloured. The reflectivity is a genuine advantage in a climate with this much summer sun, and it is a common default on newer low-slope work.
- EPDM. Synthetic rubber single-ply, long track record, seams bonded rather than welded. Typically dark, which behaves differently thermally from TPO.
- Modified bitumen. Asphalt-based, multi-ply, robust underfoot. Often chosen where the roof carries regular maintenance traffic.
- Built-up roofing. The traditional multi-layer system, still present on plenty of older Sacramento County buildings and still serviceable.
- Metal. Standing seam on the buildings that have a slope to work with, including a lot of light industrial and agricultural structures around the county.
The right answer depends on what is already up there, what the deck is, how much rooftop equipment sits on it and how long the owner intends to hold the building. That last one moves the decision more than most people expect.
Scope first, then bids
The most common way a commercial roofing decision goes wrong is collecting three numbers for three different jobs. If one bid includes tear-off, one proposes a recover and one is a coating, they are not comparable and the cheapest is not the cheapest. Define the scope, then ask everyone to price it.
Tear-off, recover or repair
Recovering over an existing membrane avoids disposal and is faster, but it is only legitimate when what is underneath is dry. Trapped moisture in the existing assembly does not dry out under a new membrane, it stays there and destroys the deck quietly.
That is why a moisture survey, whether infrared, core samples or both, is worth more than another opinion. It converts the tear-off versus recover argument from a judgement call into a finding. There are also limits on how many roofing layers a structure may carry, which is a question for the building department covering your address rather than something to assume.
Working around an occupied building
The building keeps operating, and the roof work has to fit around that. The details that actually cause problems:
- Air intakes. Rooftop intakes pull whatever is happening on the roof into the building. This is the most frequent cause of a job being stopped by a tenant complaint.
- Noise timing. Tear-off over occupied space is loud enough to matter. Medical, legal and call-centre tenants tend to need sequencing that retail does not.
- Equipment shutdowns. Work around HVAC curbs may require units off, which is an operational decision with a cost attached.
- Staging and deliveries. Material lifts and dumpsters need space that is usually parking, and that needs agreeing with tenants in advance.
- Weather windows. In Sacramento the dry season is long and predictable, which is a genuine advantage. Scheduling commercial work between roughly May and October removes most weather risk from the programme.
Licensing and who you are actually hiring
Roofing work in California is a C-39 classification, and the threshold for requiring a licensed contractor is low. On a commercial project also confirm the insurance position, workers compensation coverage for everyone who will be on the roof, and whether the manufacturer warranty you are being offered requires a certified installer. Manufacturer system warranties on commercial membranes frequently do, and using a non-certified installer quietly voids the thing you thought you were buying.

Do I get a quote or a bid?
On anything of size, a bid, and the distinction matters. A residential quote prices a known job. A commercial bid responds to a scope you define, which means the numbers are only comparable if every bidder priced the same work. Writing a clear scope before you go out to bid is the single highest-value thing an owner can do.
Can the building stay occupied during the work?
Usually yes, with planning. Low-slope work is noisy, and tear-off is noisier. Odour is a real consideration with some systems, and it travels through rooftop air intakes, which is the complaint that most often stops a job mid-morning. Sequencing around intakes, tenant hours and deliveries belongs in the bid, not in a conversation on day one.
Is a coating a legitimate option or a way to defer?
Both, depending on the roof. On a sound membrane with life left, a coating extends service and cuts heat gain, which is a real result in this climate. On a wet or failing roof it traps moisture and adds a layer that has to be removed later. The honest test is whether a moisture survey was done before anyone recommended it.
What is a roof asset or condition survey?
A documented assessment of what is up there: system type, age, core samples, moisture mapping, remaining life and a repair-versus-replace position. For anyone holding a building for a while it is worth more than a free inspection, because it produces a capital plan rather than a sales proposal.
Who is responsible, the landlord or the tenant?
The lease decides, and it is worth reading before the first storm rather than during it. Triple-net leases often push roof maintenance to the tenant while leaving structural replacement with the owner, and the boundary between those two is exactly where disputes happen. Establish who authorises what before work is needed.
